Building & Facilities Access Policy

Policy Statement

All ingress and egress access points in Duke facilities must be equipped with hardware or an electronic access authentication device that is compliant with the provisions of this policy and the accompanying Facilities Access Governing Principles for the implementation standard.  Remote or electronic access must be controlled using institutionally authorized systems and hardware. 

All individual access privileges must be granted, managed, updated and terminated based upon provisions defined in the Facilities Access Governing Principles adopted for Duke University and Duke University Health System.

Policy Purpose

This policy sets forth the institutional buildings and facilities access expectations, and defines responsibilities to maintain and apply implementation governing principles to comply with this policy.

Duke is a community-based campus that generally allows open access to many campus buildings and facilities.  The facilities owned, leased or operated by Duke University, Duke University Health System and their affiliated entities are deemed private property. These facilities are used for the conduct of instruction, research, patient care, housing, events, programs and administrative activities.

The Buildings and Facilities Access Policy reflects the complexity of the Duke community, our desire to promote a safe environment for our students, faculty, staff, patients and visitors and our commitment to comply with regulatory obligations to secure certain facilities.

This policy is intended to be consistent with federal and state laws.  Where there is a discrepancy, the applicable federal or state law or regulation will take precedence, unless the law or regulation is less restrictive than the Duke standard.  Duke reserves the right to deny access to or use of its facilities to individuals and entities consistent with applicable federal, state and local regulations or statutes and Duke policies and procedures.

Policy Maintenance and Approval

The Duke University Executive Vice President (EVP) and the Duke University Health System Vice President for Administration jointly own this policy.

The EVP or the authorized designee approves the Facilities Access Governing Principles for the Duke University campus (including off-campus facilities).  The EVP or the authorized designee must authorize any exceptions to the policy or implementation governing principles.

The Duke University Health System Vice President for Administration approves the Facilities Access Governing Principles for the Duke University Health System facilities.  The Chancellor and the Vice President for Administration or the authorized designee must authorize any exceptions to the policy or implementation governing principles.

  • Duke Facilities: all buildings and physical spaces owned, leased or operated for the purpose of ongoing or non-temporary Duke activities or programs
