Position Overview

The Director for Budgets & Business Services is responsible for the daily operations of the Office of Budgets & Business Services with Duke Financial Services. The position is responsible for developing and communicating budget guidelines and instructions to departments and has direct functional oversight of the University’s operating budget development and reporting systems, in collaboration with IT and other key stakeholders. The position reports to the Executive Director, Budgets and Business Services.

Meghan Stark

Associate Vice President, Financial Planning & Analysis
Duke Financial Services

Meghan Stark became Duke’s Associate Vice President, Financial Planning and Analysis in August 2022. In this role, Meghan works to build a financial planning and analysis (FP&A) function for the University, focused initially on creating long-range financial models for Duke’s schools and units. The FP&A function also works collaboratively across the University to support high-level strategic and financial planning initiatives, special projects of interest to senior University and school/unit leadership and helps to advise the Board of Trustees on the full range of financial strategy-related matters.

Prior to joining Duke, Meghan spent 11 years at Johns Hopkins University in progressive leadership roles, finishing her tenure as Associate Vice President for Planning and Budget, where she led the development of JHU’s annual budget and five-year plan, as well as a ten-year university financial projection model. She also managed a team of analysts focused on strategic financial projects that were key priorities for the President, Provost and Board of Trustees. Before Hopkins, Meghan spent six years at Harvard in their Office of Financial Strategy and Planning.

Meghan holds a Bachelor of Arts in Economics from Duke University and a Master in Public Policy from Harvard University. 

Scott Franklin

Associate Vice Provost for Financial Systems and Analysis,
Office of the Provost

Scott is the liaison with University Endowment/Investment Accounting and Treasury Offices, University Development and University Budget Office and with Provost Administration Management Center on behalf of Schools and Academic Support units. As part of his responsibilities, he prepares the cost allocation study to the schools and designs and develops financial models and reports that contribute to the financial planning efforts of the Provost’s Office.

Before joining the Office of the Provost in 2004, Scott worked with physician practices plans at Duke and UNC for 14 years. He received a Bachelor of Arts in Economics from the University of North Carolina at Chapel Hill.

Cindy Maynard

Assistant Dean & Associate Director, Finance
Duke University School of Medicine

Cindy has worked at Duke since October 1998, when she served as a financial manager in the Duke Clinical Research Institute. In December 2004, she accepted a position with the School of Medicine Finance Office, where she currently serves today as the Assistant Dean, Associate Director of Budgeting and Financial Reporting. 

Prior to coming to Duke, Cindy garnered 16 years of accounting and financial reporting experience, both in public accounting and private industry. She earned an undergraduate degree in Accounting and is a Certified Public Accountant.
